Implementation of the labor justice reform in Nuevo Leon

On September 27, 2022 was published in the Official Journal of the Federation, the extract of the Agreement by which the functions of the State Offices of the Federal Center for Conciliation and Labour Registry are initiated, by means of which, within the framework of the third stage of implementation of the Labor Justice reform, it was agreed that the State Offices of the Federal Center for Conciliation and Labour Registry in the entities of Chihuahua, Mexico City, Coahuila, Jalisco, Michoacán, Nayarit, Nuevo León, Sinaloa, Sonora, Tamaulipas and Yucatán, will begin their functions as of October 3rd, 2022, with a time schedule from 9:00 am to 18:00 hours, in order to attend and resolve the matters within their jurisdiction.


According to article one, the office in Nuevo Leon shall be located at the following address:

  • Nuevo Leon State Office, domiciled at Avenida Francisco I. Madero number 1085, Colonia Zona Centro, Zip Code 64000, Monterrey, Nuevo Leon.

In the rest of the States, the offices will begin to serve the public at the following addresses:

  • Chihuahua State Office, located at Avenida Juarez number 3115, Colonia Centro, locales 26 and 27 of the Shopping Center called Plaza Victoria, Zip Code 31000, Chihuahua, Chihuahua.
  • State Support Office located in Ciudad Juárez, attached to the Chihuahua State Office, located at Boulevard Manuel Gómez Morín number 7045, premise 12, floor 3, Fraccionamiento de Santa Rita Virreyes, Zip Code 32459, Ciudad Juárez, Chihuahua.
  • Mexico City State Office, located at Dr. José María Vértiz number 211, Colonia Doctores, Zip Code 06720, Alcaldía Cuauhtémoc, Mexico City.
  • Coahuila State Office, located at 336 Jesus Manuel Acuña Narro Street (formerly Aguascalientes Street), Colonia República Poniente, Zip Code 25265, Saltillo, Coahuila.
  • Jalisco State Office, located at Avenida Chapultepec Norte number 15, 8th floor, in the corporate building known as Torre Chapultepec, Colonia Ladrón de Guevara, Postal Code 44600, Guadalajara, Jalisco.
  • Michoacán State Office, located at Boulevard García de León 1035, 10 and 14, in the building called Torre Boulevard, Colonia Chapultepec Sur, Postal Code 58260, Morelia, Michoacán de Ocampo.
  • Nayarit State Office, located at Avenida Insurgentes 866 Poniente, Colonia La Huerta Residencial, Zip Code 63070, Tepic, Nayarit.
  • Sinaloa State Office, located at Avenida Independencia number 833, Premise B-4, Colonia Centro, Zip Code. 80000, Culiacan, Sinaloa.
  • Sonora State Office, located at "Palacio Federal" on Avenida Aquiles Serdán number 160, Colonia Centro, Postal Code 83000, Hermosillo, Sonora.
  • Tamaulipas State Office, located at Libramiento Sur Number 400, Premises 56-I and 57-I, Colonia Lomas Real Jarachina, Zip Code 88730, Reynosa, Tamaulipas.
  • State Support Office located in Ciudad Victoria, attached to the State Office of Tamaulipas, domiciled at Juan B. Tijerina, no number, José María Morelos Street, in the Federal Palace, Downtown, Zip Code 87000, Ciudad Victoria, Tamaulipas.
  • State Support Office located in Tampico, attached to the State Office of Tamaulipas, with address at "Palacio Federal" at 104 Isauro Alfaro Street, Colonia Centro, Zip Code 89000, Tampico, Tamaulipas.
  • Yucatan State Office, located at Paseo Montejo number 444-A at 56 A Street, Colonia Centro, premises A2, A3, A4 and A5 of the building known as Plaza Centro del Paseo, Colonia Centro, Zip Code 97000, Merida, Yucatan.
  • State Support Office located in the City of Torreon, located at Avenida Juarez No number, in the Federal Palace, Colonia Centro, Zip Code 27000, Torreon, Coahuila.

With the aforementioned, employers must consider that the Federal Center for Conciliation and Labour Registry is an organization responsible for labor conciliation in federal matters; for the registration of associations, collective bargaining agreements, labor contracts and internal labor regulations at a national level; and for the verification and follow-up of union democracy processes.

With the implementation of the labor justice reform, it is expected to contribute to the access to a better, clear, transparent and affordable justice for all, which enforces the laws for the benefit of workers and employers, so it will be essential to have a new labor relations regime in which the rights of all are respected, in order to provide legal security and certainty for the benefit of society and the economic development of the country.
